Top 10 AI Development Companies for Production RAG and AI Agents in 2026

Choosing AI development companies for production RAG and AI agents starts with the evidence a delivery team can leave behind. A convincing conversation with a chatbot does not establish whether it retrieves permitted documents, survives a model change or records the result of a business operation. Shortlist providers against those observable outcomes before comparing proposals.
Pharos Production prepared this AI development company shortlist and selected its order, placing its own entry first and Accenture, DataArt, Endava, EPAM, Globant, ScienceSoft, SoftServe, Thoughtworks and Vention alphabetically after it. These positions reflect that editorial choice.
Official materials were reviewed on October 15, 2026. The sources include service descriptions, platform announcements and vendor-reported cases, whose evidence carries different limits. Inclusion opens a due-diligence conversation. It does not establish that a supplier has already passed the checks for your proposed deployment, and this review did not test the companies' systems.
Ask for eight kinds of production evidence
Give every finalist the same proposed P-8 packet. Each lane identifies an artifact, the decision it supports and a condition that should hold the affected release. A supplier can provide a redacted record or demonstrate the behavior with synthetic data rather than disclose another client's confidential system.
| Evidence lane | Artifact to request | What should hold the affected release |
|---|---|---|
| Corpus boundary | Source inventory, permitted identities and retrieval examples for allowed and denied documents | A query can retrieve content outside the requester's permitted scope |
| Retrieval freshness | Document and index revisions, withdrawal behavior and evidence of refresh completion | A retired policy remains available without an agreed treatment |
| Answer evaluation | Held-out questions, expected sources, abstention cases and separately reported results | A fluent answer hides missing support or a failed question category |
| Agent effects | Tool inventory, acting identity and receiving-system operation receipts | A proposed action is reported as completed without downstream evidence |
| Observability | A redacted trace joining retrieval, generation and relevant tool attempts | Operators cannot reconstruct the affected attempt without uncontrolled data exposure |
| Recovery | A release manifest and rehearsal covering model, prompt, retrieval and index changes | Restoring application code leaves the incompatible data or configuration active |
| Operating cost | Usage assumptions and a cost model per accepted business task | Retries, rejected outputs and review work disappear from the estimate |
| Transfer | Repositories, evaluation assets, configuration, runbooks and accountable operators | The customer cannot operate or replace the delivered system under the agreed scope |
Agree what each result means before the demonstration. Citation presence differs from citation correctness. Retrieval access differs from permission to send the retrieved content elsewhere. A restored service can still have an unresolved external action. Preserve those distinctions in the acceptance record.
Keep retrieval hit rate, citation correctness and business completion separate. A retrieved document can be relevant while failing to support the generated statement. Report results by question category, including unavailable information and denied access, so a strong average cannot conceal the behavior that matters to the buyer. Document the evaluation set revision and who approved the expected outcomes. Changes to those expectations need a traceable explanation.
State the deployment boundary in the same packet. Identify where source documents, embeddings, prompts and traces are processed and retained, and which parties can access them. Check actual model endpoints and logging arrangements rather than infer data handling from a cloud logo. Geographic or contractual restrictions need the responsible customer's review. A provider's general description of governance cannot settle those deployment-specific conditions.
A read-only knowledge assistant may meet the business need without autonomous planning. Anthropic's December 19, 2024 article Building effective agents, credited to Erik S. and Barry Zhang, advises: When building applications with LLMs, we recommend finding the simplest solution possible
(original source). The surrounding passage recommends adding complexity only when needed and discusses latency and cost trade-offs. Use that principle when deciding whether agent orchestration belongs in the bid; the article's older tooling examples are not a current product comparison.
Where the ten providers enter the conversation
The matrix records the public material inspected and the first scope question it raises. A published case gives more contextual detail than a general offering, but neither constitutes a controlled comparison between suppliers.

1. Pharos Production: AI Development for Production RAG and AI Agents
- Public material
The production AI development services page describes evaluation sets, retrieval engineering, shadow-mode comparison and production hardening. A rollback playbook appears among its stated artifacts. The method also includes monitoring and runbooks. That connects the shortlist's central problem, inspecting what happens after a demo, to an explicit delivery method. The public method is an offered approach, not independent evidence that your future release has passed it.
- Potential fit
Consider this scope when a custom knowledge system or agent must join an existing product and its operating controls. Ask the team to name each relevant P-8 deliverable and identify its acceptance owner and handover date.
- Verify before selection
Review an appropriately redacted evaluation record and a recovery example with compatible application and index revisions. Establish which tools can change external systems and how uncertain results reach an operator.
- Do not advance when
the proposal supplies implementation features but leaves evaluation ownership, access restrictions or recurring operation outside any accountable workstream.
2. Accenture: Agentic Platforms within an Enterprise Program
- Public material
Accenture Edge's AI and Agentic Platform Services describes agent deployment, responsible AI assessment, performance baselines and ongoing optimization. Its scope includes established enterprise application platforms. Those are relevant delivery workstreams; their presence on a service page does not make every platform feature available in every engagement.
- Potential fit
Consider a provider with this scope when the buyer already has a platform program. Check its administration and procurement arrangements, then define how the agents will be operated. Define the exact platform edition and deployment topology before treating an example architecture as transferable.
- Verify before selection
Separate platform configuration from custom retrieval and agent code. Price connectors as an explicit integration workstream. Ask who maintains each component, which recurring commercial terms apply and whether customer operators can inspect evaluation evidence without the implementation team.
- Do not advance when
the bid describes a broad transformation program but cannot isolate the acceptance evidence and continuing cost of the specific workflow being purchased. An advertised delivery period is not a commitment for that workflow.
3. DataArt: RAG and Agent Engineering around Enterprise Data
- Public material
DataArt's AI and ML service overview explicitly includes RAG pipelines, agentic systems and custom AI development. It also describes Artisyn as an operating model combining reusable foundations with governance. The operating model includes agents. This establishes a relevant service offering; it does not establish the quality of a buyer's future corpus or retrieval results.
- Potential fit
Consider this scope when useful answers depend on joining documents and operational data across existing systems. The integration boundary may determine more work than the model choice, especially when sources have different owners or refresh rules.
- Verify before selection
Ask for a source-by-source ingestion responsibility map. Show the treatment of deleted records and failed refreshes, then verify how permission changes reach retrieval. Identify the authoritative document revision and show how an operator recognizes that retrieval is behind the source.
- Do not advance when
the proposed knowledge layer has no agreed data owner or treats every connector as interchangeable. For each source behind a shared retrieval interface, verify freshness and permissions. Require evidence of how connector failures are handled.
4. Endava: Multi-Agent Workflows with Traceable Data
- Public material
Endava describes Morpheus as an industry accelerator built around data and teams of agents. Its materials discuss metadata, logged interactions and a human governance layer, with an approach described as independent of a particular LLM or cloud. These are architectural claims from the provider, not proof of a particular regulatory outcome.
- Potential fit
Consider this scope when a workflow passes work between several business roles and the buyer needs to understand delegation. First establish whether separate agents are necessary or whether a simpler controlled workflow would be easier to operate.
- Verify before selection
Follow a proposed task across the lead agent, specialist work and final business effect. Determine which records preserve the acting identity and source revision, and who may view the trace after sensitive content is redacted.
- Do not advance when
a governance dashboard shows high-level activity but cannot explain which component performed a consequential operation. Transparency needs a retrievable record tied to the actual attempt, with an agreed retention rule.
5. EPAM: A Knowledge Platform Supported by a Named Case
- Public material
EPAM's Altera Digital Health case describes customization of DIAL for RAG-based code assistants. It also describes a Knowledgebase agent. The account names access management, logging, tracing, vector storage and delivery infrastructure, as well as training Altera teams to build further agents. It is a named, vendor-reported implementation account with concrete platform context.
- Potential fit
Consider this scope when the objective is a shared internal knowledge platform that other teams will extend. A platform engagement should define reusable capabilities and who controls them after delivery.
- Verify before selection
Request an example of adding a new knowledge source or agent under the proposed operating model. Identify which permissions, evaluation assets and deployment settings belong to the customer, and which remain supplied through an ongoing service.
- Do not advance when
a case-study architecture becomes a substitute for evaluating your corpus and integrations. The published customer's reported benefits are not forecasts for your project; this shortlist does not compare those figures with other vendors' results.
6. Globant: Retrieval inside a Specialist-Reviewed Content Workflow
- Public material
Globant's Organon case describes a workflow on Globant Enterprise AI that combines a retrieval-based medical researcher with content creation and human oversight. Its relevance is the combination of source-grounded work and domain review. Medical marketing content is a different use case from clinical decision support, so the case should not be stretched into evidence for the latter.
- Potential fit
Consider this scope when generated material passes through specialist approval and distribution processes. The authority to approve an output must be distinct from the ability to generate or adapt it.
- Verify before selection
Trace one factual statement to its source and revision, then to the reviewed output and approved destination. Ask how a source correction affects content already waiting for approval and what happens to previously distributed material.
- Do not advance when
the demonstration counts generated assets but cannot identify the accountable reviewer or the version that person approved. A review step needs a clear consequence when relevant evidence changes.
7. ScienceSoft: AI Capability Added to Existing Software
- Public material
ScienceSoft's AI software-development page lists enterprise RAG document intelligence, agentic workflows and integration into existing applications. Consulting, custom development and model work appear as separate service areas. This supports considering the company for an integration-led scope without assuming that every listed capability belongs in one project.
- Potential fit
Consider this scope when an existing business application needs knowledge assistance or bounded automation. Inventory the application's actual interfaces and owners before choosing an agent framework or promising a release date.
- Verify before selection
Ask which changes belong inside the AI component and which require changes to the host application. Check the authentication boundary, supported environments and evidence that a failed write remains distinguishable from a successful operation whose response was lost.
- Do not advance when
the estimate ends at a working assistant while deployment permissions, application changes or production support remain unassigned. A model's successful answer is not evidence that the surrounding integration has completed its business operation.
8. SoftServe: An AWS-Oriented Agent Operating Environment
- Public material
SoftServe's June 15, 2026 announcement describes an Agent Management Platform built on Amazon Bedrock AgentCore, with monitoring, action records and cost visibility. A separate published architecture describes multi-agent RAG. Together, those sources establish a runtime offering and a retrieval-oriented architecture, rather than one universal implementation blueprint.
- Potential fit
Consider this scope when the organization intends to operate agents within an AWS environment and wants reusable runtime components. Distinguish what the platform supplies from the source ingestion, evaluation and business integration still needed for the workflow.
- Verify before selection
Ask for the division of responsibility across cloud accounts, platform operations and application behavior. Check whether the customer can export useful traces and cost records, and rehearse stopping the agent without losing the evidence of an in-flight operation.
- Do not advance when
infrastructure deployment is treated as proof of retrieval quality or permission correctness. A reusable runtime can reduce repeated setup while leaving those application-specific acceptance questions unanswered.
9. Thoughtworks: Enterprise Engineering and Agent Governance
- Public material
Thoughtworks' Enterprise AI page describes AI/works for agentic delivery and Agent/works for governance, alongside production agent engineering. The distinction matters because using agents to deliver software and governing the software's runtime agents are different responsibilities. The public platform description does not settle the retrieval quality of a proposed knowledge assistant.
- Potential fit
Consider this scope when an organization needs AI delivery to work across established engineering teams and governance processes. Clarify who makes application release decisions and who can change the permissions or operating conditions of deployed agents.
- Verify before selection
Ask how a model, prompt or retrieval configuration change enters the normal engineering review. Require a versioned release record that links the decision to evaluation results and identifies who can stop or restore the affected capability.
- Do not advance when
governance policy and delivery automation look complete separately but have no shared operating record. The customer should be able to connect an approved change to the configuration that actually reached production.
10. Vention: A Staged Agentic RAG Architecture
- Public material
Vention's internal marketing case describes an agentic RAG system using Claude models, AWS Bedrock orchestration and an MCP connection involving Monday. The same account describes PoC testing, integration validation and preparation for an MVP and broader rollout. Those stage limits are retained here; this example is not treated as evidence of a completed broader production deployment.
- Potential fit
Consider this scope when a team wants a staged knowledge-system pilot before committing to an operating platform. Keep architecture validation, workflow validation and production acceptance as separate milestones.
- Verify before selection
Ask which elements were demonstrated in the described internal use case and which would need new evidence in your environment. Specify the work required for source permissions, failure recovery and operator handoff before expanding access or traffic.
- Do not advance when
prototype results are offered as sufficient production acceptance. A useful internal case can inform a design conversation while still leaving deployment, integration and operating questions open.
Give finalists the same retrieval-to-action exercise
Use one proposed exercise to make the P-8 packet comparable. It is a review plan, not a report of tests performed for this article. Choose a small, permitted document set and a sandbox operation whose result can be independently inspected.
Begin with an answerable question tied to an approved source. Record the retrieved document revision and inspect whether the citation supports the generated claim. Then withdraw that source under an agreed update procedure. The supplier should show the expected treatment while the index catches up and after refresh completes. A confident answer from a retired document must remain visible as a failed case, rather than disappear into an overall accuracy average.
Add a question with no permitted supporting source. Agree the expected refusal, abstention or escalation behavior before running it. Do not credit an answer merely because it sounds useful. Include identities with different source permissions, and inspect retrieval results before generation so a restriction is tested at the relevant boundary.
Only include the action branch when the purchased system needs it. Have the assistant propose a sandbox update, execute it under the agreed authority and identify the receiving-system receipt. Introduce an unavailable response through the controlled test arrangement. The operator should distinguish an uncertain result from confirmed failure without automatically creating a new business action. OWASP's Excessive Agency guidance supports minimizing tool functionality and enforcing permissions beyond the model.
Finally, change one release component and repeat the affected checks. A model update may change answer behavior; an index rebuild may change retrieval even when application code remains identical. Preserve both the previous and proposed release manifests.
Decide which capability can be stopped, what restoration means and who handles any external effect that cannot be undone.
Normalize the bid around operation and transfer
Ask every finalist to separate implementation from recurring work.
Ingestion repair, evaluation maintenance, model usage, tracing and human review do not become free when a pilot is accepted. A support retainer also needs an explicit scope. Availability to respond is different from including every future change.
Choose a useful operating unit. Cost per model call omits retrieval, retries and rejected work; cost per accepted business task can expose them, provided the acceptance rule is stated. Preserve failed and escalated attempts in the workload denominator. For a read-only assistant, identify what makes an answer accepted. For an agent, specify whether acceptance requires a verified downstream result.
Request a scenario-based estimate using the same source volume, traffic assumptions and review workload for every provider. Keep provider charges separate from delivery-team estimates and record their dates. A low token estimate should not hide expensive ingestion, manual correction or unresolved-operation queues. This article offers no cross-company price ranking because comparable quotes were not obtained.
The final handoff should let customer operators find the deployed versions, run the agreed evaluation set and identify the current source owners. Include configuration, access administration and the exit procedure alongside code. If a platform license remains necessary, state what access and support the customer retains when the implementation engagement ends.
Keep an evidence register during procurement. Mark an artifact as supplied, demonstrated, proposed or unresolved, with its scope and owner. A demonstration against synthetic documents should retain that qualification when copied into the final decision record. Ask what work would convert a proposed control into an observed acceptance result and which milestone pays for it. This gives the delivery manager a concrete list of open obligations when the contract starts.
Advance the suppliers that can turn the relevant P-8 lanes into inspectable commitments for your workflow. For the next meeting, bring one permitted corpus, one clearly bounded task and the name of the person who will own the system after launch.
